
Overview
The Springs at Corcoran is a proposed development by Continental Properties at 19330 County Road 30. The application includes a Preliminary Plat, a Preliminary Planned Unit Development (PUD), and a request to rezone the property from from General Mixed Use to Planned Unit Development. If approved, the project would allow for the construction of 294 market-rate multi-family housing units.
Preliminary Plat
The applicant is requesting approval of a Preliminary Plat that would subdivide the 62-acre site into three multi-family residential lots, five future commercial lots, and three outlots. The development is proposed to occur in two phases.
Phase One, to be developed by Continental Properties, includes the construction of the multi-family residential component, which consists of 294 market-rate units. Phase Two in anticipated to include development of the commercial lots by a separate developer at a future date. Specific users for Phase Two will be identified and reviewed by the City prior to final plat approval of Phase Two.

Rezoning
According to the City's Zoning Map, the subject site is currently zoned General Mixed Use (GMU) and is guided for Mixed Use in the 2040 Future Land Use Map. The GMU district is intended to provide an area for compact, inter-connected, walkable, mixed-use development along key community corridors and to support high quality development and site flexibility. The mixture of land uses within the district is essential to establishing the level of vitality and intensity needed to support retail and service uses. The GMU district allows for a combination of retail, office, service and residential uses.
The applicant requests that the site be rezoned from GMU to Planned Unit Development (PUD). The PUD district is intended to allow for greater flexibility in site design and development by enabling a more comprehensive and coordinated approach than would typically be achieved under standard zoning requirements. In exchange for this flexibility, PUDs are expected to provide public benefits such as enhanced open space and amenities, high-quality site and building design, and efficient layout of buildings, parking, utilities, and circulation systems.
Preliminary Planned Unit Development
In an effort to to achieve a cohesive, high-quality residential community, the applicant requests a number of deviations from the GMU district standards, including, but not limited to: reduced setbacks along County Road 30, reduced setbacks between multi-family buildings and parking lots, and an additional freestanding sign for the development.
