
Project Overview
Cook Lake Highlands is a development from Trek Real Estate and Development, Inc. located at 19920 County Road 10. The development consists of 19 single family homes, a 100-unit senior co-op, a daycare facility and a 27-unit assisted living/memory care facility. Construction for Cook Lake Highlands is expected to complete in a single phase with an estimated construction time of 17 months. Grading for the development began in July 2022.
Single family villas from M/I Homes will be of similar design as the neighboring Bass Lake Crossing neighborhood and will provide an appropriate transition for the Bass Lake Crossing Homes to the rest of Cook Lake Highlands. This cul-de-sac will consist of 19 single family villas that will vary in size from 1734-1935 square feet and include 2-car garages.

Applewood Pointe Senior Cooperative, from United Properties, will be a 4-story senior apartment co-op, consisting of 100 units. Applewood point will offer a variety of indoor and outdoor amenities for it's residents to encourage a community feel. Average size of each unit is 1584 square feet with the building itself having a footprint of 49,846 square feet and a roof height of 49 feet from the first floor grade. Applewood Pointe will be located on the northeastern portion of the development, and will back up to the border with Maple Grove.

Rivers of Life Memory Care/Enhanced Assisted Living is a single story facility made up of 32 Units, the bulk of which provides High Acuity Memory Care Assisted Living. The memory care residents will be provided their own secure area of the building that has its own separate amenities. Staff at Rivers of Life Memory Care will be trained in serving those with Alzheimer's/Dementia, Parkinson's and other specialty needs usually unmet by other senior care facilities.

New Horizon Child Care and Early Education will be located near the entrance to County Road 10 and will neighbor Rivers of Life. New Horizon Academy is a Minnesota, family-owned and operated company and provides a number of programs to children of various ages.
Final Plat and Final PUD
On March 24, 2022, City Council approved Final Plat and Final PUD for the Cook Lake Highlands development located at 19920 County Road 10.
Cook Lake Highlands Planned Unit Development Preliminary Plat Application
On May 27, 2021, City Council granted Trek Development the opportunity to reapply with a slightly revised Cook Lake Highlands proposal. The new application contains a 102-unit senior living cooperative, 20 single-family residential villa lots, a 12,987 square foot child care and early education facility, and a 20,781 square foot assisted living and memory care facility (32 units). The site is located on 27.31 acres on the northwest corner of County Road 10 and Brockton Lane.
The following changes have been made since the April 22nd City Council meeting:
- Two additional coniferous trees and one river birch or similar species have been added to the single-family villa lots 1-12 to buffer from the existing "Bass Lake Crossing" homes.
- Lots 1-12 will be restricted to single story villa homes.
- The Applewood Pointe building has been converted to a flat roof which reduces the height from 55 feet to 49 feet.
- The memory care facility has a full kitchen and bathroom in each unit and are now considered housing units for the density calculation.
